Intelligence is the idea of governance of ideas. Bureaucracy is the form social governance takes, when organized and recognized. Artificial intelligence is, in a time of failed governance, the idea of governance of the ideas of governance – suggesting to one not drowned or frazzled by all that meta – AI might be quite the wrong and unnecessary thing to be working on for societies’ benefit. Those who grasp and are yielded power, denounce the bureaucracy of social government, while transforming the always ambivalently emerging bureaucracy to emphasize its menace rather than its service, in their own curated self-fulfilling prophecy. They then promulgate, as illusory substitute, a privately held and policed machinery of information and symbolic and media management and control, set to distract from the lack of urgently needed social benefits, not to speak of serviceable governance, while disproportionately using up resources in a manner to create scarcities and disproportion: bereft of human intelligence.
